The deleted plan is restored, and the status is changed to not deleted. If the plan was in the house-type stage before the deletion, it will be restored to the house-type stage; if the plan was in the decoration stage before the deletion, it will be restored to the decoration stage.
Permission control: Merchants can only restore the deleted plans that belong to the account system through this interface.
